【摘要】:ThisTechnicalSpecificationisfortheproductionofconformityevidenceforFDP-FDPground-basedsysteminteroperabilitywhichhastobedeclaredbytheAirNavigationServiceProvider(ANSP)beforeputtingFDPsystemsintoservice.ThisTechnicalSpecificationdefinestheTechnical,OperationalandMaintenancerequirementsforFlightDataProcessing(ATC-ATC)systeminteroperability.FlightDataProcessing(FDP)interoperabilitybetweenATCunitsisakeyelementtofacilitateandharmoniseFlightDatasystemsdataexchangesandcriticaltothefunctioningofaharmonisedEuropeanAirTrafficManagementsystem.FDPInteroperabilitycanbeachievedbytheuseofdifferenttechniquesappropriatetotheoperationalneed,e.g.messageexchange,replicationmechanismsanddatasharing.Thearchitecturalframeworkinwhichthedifferentactorshavetointer-operateisofmajorimportancetodefinethecontextinwhichtheEuropeanStandardshavetobedeveloped.ForasystematicsolutiontocertainflightdatainconsistencyproblemscurrentlyexistinginEurope,thedefinitionofaFlightObject(FO)isrequiredtobecomeaconceptualsinglepointofreferenceforflightdatatobeusedbystakeholdersystems.InteroperabilityofFDP(ATC-ATC)includescoordinationandtransfer;correlationandsurveillance,facilitationofoptimumroutes;MTCDandresolutions;recoverysupport;ground-groundsituationawarenessandtrafficmanagement.AnysoftwareelementsrelatedtothesoftwareassurancelevelofaFDPSystemareoutsideofthescopeofthepresentdocument.AlthoughaconsensuscanbereachedonthepresentstateoftheartinFDPinteroperability,thisstateoftheartisnotmatureenoughtobeputintoaEuropeanStandard(EN).TheEuropeanCommitteeforStandardisationthusresolvedtorecordtheobtainedtechnicalconsensusasthepresentTechnicalSpecification,withinformativestatus.ThepresentdocumentthusdoesnotgivelegalpresumptionofconformitytoanypieceofEuropeanlegislation.
